Dr. Paul Mayberry leads key Defense-facing portions as a Principal in Booz Allen Hamilton’s Learning Business. In this role, he creates and implements innovative learning strategies, policies, and technology-based solutions for government clients. Paul’s contributions to various government organizations benefit from his distinguished career dedicated to learning – training, education, performance support, and knowledge management. While serving in a range of executive positions for the Department of Defense, Paul led the strategy development and implementation of the multi-billion dollar Joint Training Transformation program, the expansion of and standards development for the government-wide Advanced Distributed Learning initiative, and the revamping of the Defense Readiness Reporting System. Dr. Paul Mayberry leads Booz Allen Hamilton’s Navy and Air Force learning practices, and he contributes to the full range of the firm’s learning service offerings that support clients in the Defense and interagency markets. He is recognized in the Department of Defense, in commercial markets, and internationally for his significant contributions to the learning industry and for his efforts to strengthen the linkages between learning and performance. His unique background combines skills and experience in readiness, learning (training, education, performance support), and human and organizational performance. These capabilities allow him to reach out across the entire Booz Allen enterprise to engage experts who can build and implement enduring solutions tailored to client needs.

Defense 2001 – 2008
Dr. Mayberry served as the focal point on issues and activities related to the readiness and training of US Armed Forces. He developed and oversaw policies, programs, and assessment systems to ensure forces stand ready for all assigned missions, and advised senior leadership on the deployment of forces to Operations Iraqi Freedom and Enduring Freedom, Dr. Mayberry led major transformational initiatives related to developing a capabilities-based readiness reporting and assessment system, creating a transformed joint training environment, long-term sustaining of military training ranges, and tracking and reducing safety accidents.

Office of Secretary of Defense 2000 – 2001
Dr. Mayberry served as Executive Director for Secretary of Defense's review of military morale and quality of life – an assessment emanating from the 2001 Quadrennial Defense Review. He provided leadership for the Manpower Reform Initiatives in developing strategic level guidance and initiatives for the manpower and personnel leadership. Dr. Mayberry directed the Officer Personnel Structures for the 21st Century Task Force, an in-depth, joint-service study of future officer management systems.
Special Assistant to Under Secretary of Army, Department of Army 1998-2000
Dr. Mayberry was selected to this Executive exchange program to provide timely advice to Army leadership on issues, policies, and programs related to manpower and reserve affairs; acquisition, research, and development; installations management and environment; and financial management. He participated in the development and implementation of the Army’s Transformation Vision. He led a Task Force that restructured the Army’s Planning, Programming, and Budgeting System. Dr. Mayberry contributed to the Army’s A‑76 studies, privatization, and outsourcing efforts.
Director of Manpower and Training, Department of Navy 1997 – 1998
Dr. Mayberry served as the chief advisor to the Navy and Marine Corps leadership on programs, policies, and budgets related to military manpower, personnel management, training, and education. He oversaw the Navy and Marine Corps recruiting programs in examining advertising effectiveness, expanding recruiting markets, developing internet recruiting strategies, and increasing the number and productivity of recruiters.
Project Manager, Center for Naval Analyses, The CNA Corporation 1985 – 1997
Dr. Mayberry conducted a comprehensive research program focused on force readiness and manpower issues. This included key analyses for the Federal Aviation Administration focused on operational issues of commercial flights. He completed two field tours as an operations analyst with Navy and Marine forces in the Pacific Fleet, designed naval fleet exercises and directed analysis teams examining issues related to the integration of carrier and amphibious forces, and participated in the crisis action planning for the first deployment of a Joint Task Force for humanitarian operations – Operation Restore Hope in Somalia. Dr. Mayberry directed the Congressionally-mandated Job Performance Measure Project to validate military selection tests.
